At that time, people standing with the farmers of Amaravati were also intimidated.” The former CJI was referring to the farmers’ movement of 2019-24, in which farmers were protesting the then Y.S. Jaganmohan Reddy government’s proposal to build three capitals instead of Amaravati. The Reddy government had proposed making Visakhapatnam the administrative capital, Amaravati the legislative capital, and Kurnool the judicial capital. Ramana said, “No leader supported the farmers.” He said, “When many political leaders were hesitant to take a stand, the country’s jurists, lawyers, and judiciary stood firm on their constitutional promise. Governments change, but courts and the rule of law remain the foundation of the country’s stability.” Recalling his association with Amaravati, Ramana said, “I salute the spirit of the farmers of Amaravati, who fought peacefully despite government pressure. I am grateful to them for their continued faith in the democratic process and the judiciary.” The Andhra farmers’ movement against shifting the capital of Andhra Pradesh to Amaravati lasted for almost four years.
