Tamil Nadu Chief Minister MK Stalin has written a letter to the current and former Chief Ministers of other states in the delimitation case. In this, he has requested to send their representatives to the first meeting of JAC to be held on March 22, so that a common strategy can be made on the delimitation issue. Stalin had held an all-party meeting in Tamil Nadu on March 5 in protest against delimitation and tri-language policy. In the meeting, it was decided to form a Joint Action Committee (JAC) on this issue. JAC will work to save the representation of the states in delimitation and to ensure that the process is completed honestly. Stalin wrote – Delimitation can be done in two ways on the basis of the population of 2026. In the first, the current 543 Lok Sabha seats can be re-distributed among the states. At the same time, in the second, the number of seats can increase to more than 800. In both situations, the states controlling the population will suffer. In the letter, Stalin has warned that delimitation will affect states with less population like Tamil Nadu. He wrote that delimitation was done in the country in 1952, 1963 and 1973. In 1976, delimitation was stopped till the first census after the year 2000. At the same time, in 2002, the ban on delimitation was extended till 2026. Due to the delay in the 2021 census, delimitation may happen before the scheduled time. This may affect the states that keep their population under control. Stalin has sought formal consent from Kerala, Andhra Pradesh, Telangana and Karnataka in the south, West Bengal and Odisha in the eastern states and Punjab in the north to join the JAC. The basis of delimitation should be the 1971 census. In the all-party meeting, Stalin had said that if the seats in Parliament increase, then the 1971 census should be made the basis. He also demanded – 1971 census should be considered as the standard while making the boundaries of Lok Sabha seats for the next 30 years after 2026. Many parties including AIADMK, Congress, Left Party and actor Vijay’s party TVK participated in this meeting. The process of fixing the boundaries of Lok Sabha and Assembly seats in a new way is called delimitation. A commission is formed for this. The number of seats that increase in the Hindi belt on the basis of population will also increase in the states that control population in the same proportion. In a state in the Hindi belt, there will be one MP for a population of 20 lakhs, while in a southern state, there will be one MP for a population of 10-12 lakhs.
