On 23 December 1940, Walchand Hirachand established Hindustan Aircraft Limited in Bangalore with the support of the then Mysore government. In March 1941, the Government of India became one of the shareholders in the company and later took over its management in 1942. In January 1951, the company was placed under the administrative control of the Ministry of Defense of the Government of India. Meanwhile, Aeronautics India Limited (AIL) was formed as a wholly owned company of the Government of India to manufacture MiG-21 aircraft under license in August 1963. The two companies, Hindustan Aircraft Limited and Aeronautics India Limited, were merged on 1 October 1964 to form Hindustan Aeronautics Limited (HAL).
