ED takes action against Al-Falah University, linked to the Delhi blasts: Assets worth ₹140 crore attached; charge sheet filed against chairman

The Enforcement Directorate (ED) on Friday attached properties worth approximately ₹140 crore belonging to Faridabad’s Al-Falah University in connection with the Delhi bombings case. It also filed a charge sheet against Al-Falah Group Chairman Jawad Ahmed Siddiqui and his trust. The attached properties include 54 acres of land in Faridabad’s Dhauj area, the university building, school and department buildings, and hostels. The ED has classified these properties as proceeds of crime and initiated the action under the Prevention of Money Laundering Act (PMLA). Al-Falah University was linked to the Delhi bombings. On November 10, Dr. Umar Un Nabi, a doctor at the university, detonated a bomb in a moving car near the Red Fort in Delhi, killing 15 people. The university’s name also came up in the investigation of the White Collar Terror Module. The NIA and Jammu and Kashmir Police have arrested more than 10 people in connection with the case, including Dr. Muzammil and Dr. Shaheen Saeed. The ED stated that income was earned through false accreditation.
On November 18th, the ED raided premises linked to the Al-Falah Group. Following a 12-hour search, the group’s chairman, Jawad Ahmed Siddiqui, was arrested. During the investigation, the ED informed the court that the university and the trust it controlled defrauded students and parents by falsely claiming accreditation and identity, thus generating proceeds of crime worth ₹415.10 crore. Nine shell companies were found at the same address.
During the investigation, the ED discovered numerous irregularities, including nine shell companies registered at the same address. Many of the companies shared the same mobile number. Furthermore, no Employees’ Provident Fund Organization (EPFO) records were found. The ED also stated that if the court upholds the temporary seizure, the government could appoint an official to manage the university’s operations. This would ensure that students’ studies remain uninterrupted while legal proceedings are ongoing. The Haryana government is preparing to tighten its grip on Al-Falah University. The Haryana Private Universities (Amendment) Bill, 2025, was passed in the Assembly on December 22nd. The government has made changes to the bill. The bill states that if any university fails to comply with matters related to national security, national integrity, and public safety, the government can take action against the university. The government can also dissolve the university’s administration, appoint its own administration, and take over its operations completely. The previous bill did not contain such a provision, so these new security provisions have been made. The white-collar terrorist module linked to the university was exposed on the intervening night of October 18-19, 2025, when posters of the banned Jaish-e-Mohammed (JeM) appeared on walls outside Srinagar city. These posters warned of attacks on police and security forces in the valley. Considering this a serious matter, Srinagar SSP GV Sundeep Chakraborty formed several teams to investigate. After corroborating the statements of the arrested accused, the investigation led Srinagar police to Al-Falah University in Faridabad, Haryana, where two doctors—Dr. Muzammil, a resident of Kashmir, and Dr. Shaheen Saeed, a resident of Lucknow—were arrested.
